The case for Bromma
Bromma is inside the city in a way Arlanda simply is not. Fifteen to twenty-five minutes to central Stockholm, a small terminal you can cross in a few minutes, and none of the walking that a large hub involves. For a same-day business return it is often worth a higher fare outright, because the time saved lands at both ends of the day.
The limitation is choice. Bromma serves a short list of domestic and near-European destinations, and if your route is not on it, the question does not arise.
The case for Arlanda
Almost everything else. Arlanda is the country's main hub: long-haul, the bulk of international short-haul, more frequency, and usually better fares because more airlines compete on the same routes.
The 40 km north is a real cost in time, but it is a predictable one — and with a transfer booked against your flight number it is a cost you pay once, sitting down, rather than one you manage.
